OGDEN — Three Ogden police officers and a Pleasant Grove police officer were involved in a shooting Sunday at a Riverdale convenience store that left one man dead, a suspect in an attempted murder case in Pleasant Grove.

Ogden Police Chief Eric Young, addressing the police shooting at a press conference on Tuesday, said the incident followed unsuccessful attempts by officers to apprehend the man, William Marvin Toon, 28, of Highland, on Friday in Utah County, and again on Saturday in Weber County. The efforts on Friday and Saturday both involved high-speed chases.

Then on Sunday, Ogden police working with Utah County officials located Toon at the convenience store at 686 Riverdale Road and he was shot and killed in the ensuing confrontation.

"Something took place inside the store that resulted in Mr. Toon being shot several times by three officers from the Ogden Police Department and one officer from the Pleasant Grove Police Department," Young said. Toon was apparently unarmed as no other gun or other weapon was recovered at the scene.

None of the Ogden officers involved was wearing a body camera, Young said, as they work in the narcotics and gang task forces, which typically don't utilize such technology. Lacking video, he provided little information about what transpired between Toon and the officers that prompted them to shoot him.

"In most cases, I have some body-worn camera to rely on to get a general sense of what took place, and I'm always very willing to share what I know," the chief said.

The investigation by the Weber County Officer-Involved Critical Incident Protocol Team, standard following such incidents, ought to yield more details about what exactly transpired. The Pleasant Grove officer was wearing a body camera, Young said, and the convenience store also had security cameras operating.

Meantime, the three Ogden officers and the Pleasant Grove officer involved are on paid administrative leave pending the outcome of the investigation, as is standard. Sunday's incident was the first deadly police shooting in Weber County in 2024. In 2023, there were five fatal police shootings in the county.

Young said the attempted murder case behind Pleasant Grove officials' search for Toon occurred on Dec. 10 last year, when Toon allegedly stabbed someone else several times with scissors. That incident was caught on video, and Pleasant Grove police had been trying to locate Toon ever since. Pleasant Grove Police Capt. Britt Smith said they also sought Young for the alleged illegal discharge of a firearm in city limits last November. The gun he allegedly fired struck a home, near an infant.

In 2019, Toon was convicted in Utah County of arson, a second-degree felony, according to online court records. Young said the man had set a car on fire. Toon also had a criminal record in Massachusetts and New Hampshire, he said.

Ahead of Sunday's confrontation, police had pinned in the vehicle in which Toon was traveling in the fueling area of the Riverdale convenience store. Another person was driving the car, but Young doesn't know if that person will face charges. He did not identify the driver.

"They were taken into custody. I don't know whether or not they were charged with any offenses," Young said. A search of the vehicle yielded "a significant amount of drugs and cash" but no weapons.

Since Toon was in Weber County, Smith said Pleasant Grove authorities had sought assistance from Weber County law enforcement officials, leading to the involvement of the Ogden officers, who serve in the Weber-Morgan Narcotics Strike Force and the Ogden Metro Gang Unit. "That's not unusual at all. We'll do that all the time," Smith said.

Depending on the circumstances, he said, officers from one jurisdiction will enter another to carry out an arrest, typically advising the local officials. He deferred comment on what transpired in the Riverdale convenience store to Ogden and Weber County officials.
