SALT LAKE CITY -- Utah Governor Gary Herbert is in the midst of reviewing more than 480 bills passed by the 2010 Legislature.
Many of those he has signed already, but a few require a little more research, the Governor says.
Among those attracting the most attention is the so-called ‘Stream Access Bill.'
H.B. 141 recognizes the public's right to float or fish while floating public waters above private stream beds. However, it prohibits people from accessing the same areas on private property, thereby tipping the balance to private property owners.
At his monthly KUED news conference, Herbert wondered aloud if this "is the right policy."
"We've created a situation where we're sort of adversarial. That causes me concern. There's a few that spoil it for the many."
Gov. Herbert must make a decision about all the bills by next Tuesday.
