KAYSVILLE — A woman is suspected of fleeing from police during a traffic stop after she stole her brother's van to "run errands," Kaysville police say. On Thursday, Shannon Marie Carroll, 39, was booked into the Davis County Jail on suspicion of failing to stop at the command of law enforcement, a class-A misdemeanor, theft of an operable motor vehicle, a second-degree felony, and falling to stop or respond at command of police, a third-degree felony, according to the police affidavit. At approximately 7:22 a.m., Kaysville police were dispatched to the home of one of Carroll's family members, who was claiming that she stole her brother's car. The family member told police that he woke up after hearing Carroll's brother's van start up. When he went outside to investigate, the family member saw the van leaving the driveway. According to the affidavit, the family member called Carroll's brother to ask if he was driving the van. The brother said he was not inside the van, and the family member called police. Kaysville police officers found the van being driven by Carroll near 200 North and 320 West. "A traffic stop was conducted on the vehicle, and (Carroll), who was driving, did pull over to the side of the road but was never observed placing the car in park," the affidavit stated. Officers gave verbal commands to Carroll over a PA system and spikes were placed under the rear tire of the van. According to the affidavit, Carroll drove away from police and ran over the spikes, but continued to flee in the car. Officers did not issue a pursuit, but followed Carroll due to the van driving over the spikes. Officers were able to deploy spikes again and deflate one of the van's front tires. "The vehicle was followed until it came to a stop around 50 W & Main Street, where (Carroll) was then observed exiting the vehicle to look at the tire," the affidavit stated. "(Carroll) then re-entered the vehicle and grabbed a bag and again exited the vehicle. (Carroll) was placed under arrest." According to the affidavit, Carroll was transported to the Kaysville Police Department, where she was read her Miranda rights and interviewed. Carroll told police that she did not have permission to take the van, but was not trying to steal it, only to "use it to run errands," the affidavit stated. Carroll said she knew the van was unlocked and parked in the driveway. She saw the keys on the seat of the van and started it up to let it warm up. "A note was left on (the family member's) doorstep saying 'It is 7:19 AM, I just got my brothers van,'" the affidavit stated. According to the affidavit, Carroll wanted to stop the interview and was booked into Davis County Jail.
