(KSL News) -- Residents of Cottonwood Heights voiced concern tonight with what they call an illegal practice.
A strip of land along Wasatch Boulevard was rezoned to be a commercial area. Neighbors say they had no warning of the change and no chance to object. Now plans for an office complex are in the works and residents are upset because the land is surrounded by homes.

They say the development will create safety and traffic problems and could cause land to give way.
Cottonwood Heights' Mayor says the city is listening to concerns and taking necessary precautions.
Kelvyn Cullimore, Cottonwood Heights Mayor: "Right now it has not met the standards and unless it does, it will not go through."
All plans are on hold until UDOT grants access to the road for the complex.
