SPANISH FORK — A Spanish Fork man was arrested Wednesday after police say he collided with a motorcycle, killing the rider.

Rafael Alvis, 55, was booked into the Utah County Jail for investigation of automobile homicide and DUI.

About 3:35 p.m. Wednesday, police say Alvis was driving a Chevrolet truck when he hit a motorcyclist at 600 East and 300 South in Spanish Fork. The rider, a man believed to be in his 60s, was killed. His name has not been released.

A witness who was stopped for a red light at the intersection told police that Alvis appeared to be on his phone as he was driving and she "saw the phone in his hand that was elevated above the steering wheel," a police booking affidavit states.

Alvis was given field sobriety tests, and based on those results, police believe he was "under the influence/use of a depressant and inhalant," the affidavit alleges. Test results from a blood draw were pending Thursday.

At the conclusion of the sobriety tests, Alvis was arrested and booked into jail.
