MURRAY — A man accused of ramming a police patrol car in a Utah mall parking lot, who was then apparently shot by an officer, has been arrested in Colorado.
Late Thursday afternoon, Kelsey Raymond Robinson, 28, of Indianapolis, Indiana, was charged in 3rd District Court with two counts of assault on an officer resulting in injury, a second-degree felony; failing to respond to an officer's signal to stop, a third-degree felony; failing to remain at the scene of an accident, a class A misdemeanor; and two counts of causing an accident, a class B misdemeanor.
A warrant was issued for his arrest in order for him to be held in Colorado and to begin the extradition process back to Utah.
About 7:20 p.m. Wednesday, officers pulled over a black Chevrolet Captiva that had a stolen Indiana license plate on it. The driver was pulled over in the parking lot of Fashion Place Mall, near 6200 S. State. The officer conducting the traffic stop learned that the vehicle Robinson was driving was listed as stolen and called for a backup officer, according to charging documents.
One officer stood behind Robinson's vehicle as the other approached the driver's side door.
"As (the officer) opened the door to the Captiva, Robinson put the car in reverse and accelerated at high speed. (The second officer) was nearly hit by the vehicle as Robinson reversed. (The first officer) was hit by the driver's door and jumps into the driver side to avoid being hit," the charges state.
Robinson hit a police patrol car while reversing, then hit a second parked car while accelerating forward, causing extensive damage, according to the charges.
The officer who had jumped inside the car, "was able to exit Robinson's vehicle and fired multiple rounds at Robinson as he accelerated forward," the charges state. "Robinson's actions were captured on (an) officer's body camera footage as well as store surveillance footage."
That officer suffered a concussion and minor injuries to his arm and leg. He was treated at a local hospital and was later released. He has been placed on standard paid administrative leave pending an officer-involved critical incident investigation.
During their original press release asking for the public's help in finding Robinson, Murray police said he may have been injured in the shooting. Thursday afternoon, while announcing Robinson's arrest, police said he had sustained injuries during the incident with Murray police but said the injuries were not considered to be life-threatening. Details about the arrest and his injuries were not released.
