LOGAN — An employee at a state juvenile services facility faces several criminal charges accusing him of sexually abusing a teenage girl housed there.
Wesley Kendall Allen, 40, was charged Friday with object rape and aggravated sexual exploitation of a minor, first degree felonies; obstructing justice and four counts of forcible sexual abuse, second-degree felonies.
Logan police received a report of a man who had been engaging in sexual activity with a girl between the ages of 14 and 17. Allen was identified as the suspect and investigators say he held a "position of trust" over the girl as a staff member at the facility, a police booking affidavit states.
The teen described a sexual relationship with Allen in November and December during her stay at the facility. She told police that Allen took her to a room at the facility without video surveillance on multiple occasions to touch her inappropriately, according to the affidavit. On another occasion, police say Allen asked her to perform a sexual act in front of him.
In a surveillance video, Allen is allegedly seen giving the victim a bracelet and a piece of paper, which police say was a "school assignment" he gave her. The bracelet and the assignment were found on Allen's desk, with the handwritten words, "I love you," the affidavit says.
"(The victim) said Wesley spoke about keeping things on the down low until she turned 18," the affidavit states. "He told her he would help her get a driver's license and passport. Wesley told (the victim) he would take her out of the country to live."
Allen also provided his personal cellphone number to the girl during the investigation "so he could be contacted if either of them were away from the facility," the affidavit says.
The arrest report also states that Allen "provided incorrect age and personal information about his children and marital status."
Allen was ordered to be held without bail.
"Wesley Allen used his position of trust and knowledge to groom and perpetrate a child," Logan police wrote in the affidavit. "Wesley has minimized his actions in several investigations. Wesley has recently accepted a position that would allow him access to vulnerable adults. This behavior is predatory and shows the intent to groom minor victims. A release of Wesley would put juveniles in the community at risk."
