OGDEN — A man was arrested on Christmas Day after allegedly causing and leaving the scene of a crash that left one person pinned inside a vehicle, police said.

Rigoberto Vazquez, 22, was booked into Weber County Jail for investigation of DUI, failing to remain at the scene of an accident involving serious injury, refusal of a chemical test, failure to yield right of way, and use or possession of drug paraphernalia, according to a police booking affidavit filed in support of his arrest.

At 12:40 a.m., police say Vazquez, who was driving a pickup truck, collided with another vehicle at the intersection of 30th Street and Brinker Avenue, in Ogden. Vazquez was driving south when he failed to yield the right of way to a westbound Jeep, according to the affidavit.

A man matching Vazquez's description then left the scene driving south on Brinker Ave toward Patterson Street, police said. Several witnesses saw him leave the scene and gave similar descriptions of him, the affidavit states.

The woman in the other car was pinned in the vehicle with her legs trapped between the seat and the door, police said. When officers arrived, she was described as unresponsive and "in and out of consciousness."

Firefighters needed to perform an extraction to get her out of the Jeep. The doctor who treated her said she suffered a shattered right femur "at a minimum."

Police say Vazquez lives about one block away from the crash site in the same direction the man had been seen leaving the crash.

When officers got to the home, they spoke to one of Vazquez's family members who lived there, the affidavit states. That person said she had been at a family gathering with Vazquez, where he had been drinking alcoholic beverages, police said. He had then left the gathering alone a few minutes before the crash happened, court documents state.

"The relative was confident that Vazquez left alone and drove away in the blue Dodge truck registered to him," police wrote.

Vazquez came out of the home but refused to speak to officers, according to the affidavit. He had a scrape on his right shin that police described as new, as well as blood and scrapes to his left shin.

Police also found a glass container with a label for marijuana on the floor of the truck. The container had "green residue" lining it, the affidavit states, and it smelled "strongly of marijuana."

"Vazquez's eyes were bloodshot and glossy. Although Vazquez would not answer any questions, his physical responses were slow and delayed and his eyes were also slow to react to the stimulus of a light," police wrote in the affidavit.
