OGDEN — A knife-wielding man shot by police in Ogden on Monday is expected to make a full recovery, the police chief said Tuesday.

Casey Matthew Pacheco, 32, of Ogden, was shot twice during a confrontation with an Ogden police officer on Monday while he was holding a knife, according to Ogden Police Chief Eric Young.

On Tuesday, Young gave additional details about the confrontation, saying police were notified just before 4 p.m. of a fight in the 200 block of 26th Street. A caller told 911 that one man was holding a knife to another man's neck.

As emergency dispatchers relayed the information to police, an officer who was attending a briefing at the Ogden Police Department just a couple of blocks away ran out to his car and quickly drove to the scene. The officer was the first to arrive and spotted the men about mid-block, the chief said. The officer got out of his car to confront them.

"At some point during the event, the officer was put in a position where he fired four rounds," Young said.

Two of the shots hit Pacheco. A knife was recovered from the scene, Young said. What specifically prompted the officer to shoot was not known Tuesday and will be part of the Weber County attorney's investigation into the shooting, the chief said.

Because the officer, who Young said has been with the department for less than two years, was in a meeting and rushed out the door, he did not have a body-camera on him at the time of the shooting. But Young believes the shooting can still be investigated fairly, both internally and by the county attorney's office.

"You do not have to have a body worn camera to tell the whole story. And a body worn camera does not ever tell the entire story. I think we are far too reliant just on that one piece of machinery to tell everything that happened. Would I prefer to have it? Yes. Is it our policy to have them? Yes. Are we human? Yes," he said.

A portion of the incident was recorded by a witness on a cellphone, the chief said. That video was obtained by police.

The officer has been placed on standard paid administrative leave.

It was unknown what the original fight between the two men was about, but Young said they were previously acquainted. Pacheco is a person who Ogden police are familiar with. According to court records, Pacheco was charged twice with trespassing, a class B misdemeanor, in October, for incidents in the 2700 block of Wall Avenue.
