Layton man with history of stalking girls faces new charge

FARMINGTON — A new criminal charge was filed Tuesday against a Layton man with a history of following young girls.

Chad Dee Flitton, 43, is charged in 2nd District Court with stalking, a second-degree felony. He is accused of following a group of teenage girls into an elevator at a Harmons grocery store in Farmington’s Station Park and then to the bathroom, asking a 17-year-old store employee to have sex with him, and also following a 20-year-old woman to the bathroom.

The new felony charge came as welcome news to the mothers of two of Flitton’s alleged victims, as well as Flitton’s ex-wife.

“It’s been such a long time and there’s been so many different charges that we thought would really stick and be termed a felony,” said Flitton’s ex-wife, April Giauque. “And it seems like now, finally, after all of these years, there’s something that can actually stick to him. And that is something that will be great for the community.”

Charging documents say Flitton followed a 14-year-old girl and her friends into an elevator at the story on July 6.

“While he was in the elevator, the defendant was mumbling and looking at (the teen). She stated that it was difficult to understand what he was saying, but she and another friend believed they heard him mumbling the word ‘sex,’” according to the charges.

The girls left the store, but returned an hour later to find Flitton was still there. They sat down at a table, only to find Flitton sitting across from them a short time later and “staring at them,” the charges state. The girls then went into the bathroom.

“They locked the door behind them, and they saw the doorknob move and could hear it,” according to the charging documents.

One girl who had not gone with the others texted the group saying Flitton had followed them and was waiting outside the bathroom door, the charges state.

When the girls went back to the table, Flitton again sat across from them and stared.

When police investigated, they discovered Flitton had also approached a 17-year-old store employee “and asked her if she would have sex with him. He indicated that her Heavenly Father loved her and that he was her Father in heaven. He asked her to go with him and have sex with him multiple times,” the charges state.

Another 20-year-old woman told investigators that Flitton also sat across from her and stared on the same day, and then followed her to the bathroom, according to the charges.

Flitton is also accused of following another group of teenage girls at Station Park on a separate occasion this summer, but that incident is not included in Tuesday’s charges.

The mother of one of those girls, a woman named Sara, said her 15-year-old daughter and her friends have taken self-defense classes and started carrying mace after an alleged incident with Flitton.

“So it’s changed their life,” said Sara, who added she was “thrilled” to hear about the felony charge.

“It’s been a decade at least of charges after charges with no result, so for this to come down as a felony now, at this point I’m thrilled,” Sara said. “I’m thrilled for other girls and I’m actually thrilled for him, because it’s going to protect him from hurting somebody — which will happen, eventually.”

The new charge comes on the heels of previous convictions for following young girls.

In August, Flitton was placed on 12 months of “zero tolerance probation,” according to court records, after earlier pleading no contest to voyeurism, a class B misdemeanor, in exchange for a second count being dismissed. In that case, Flitton was accused of looking under the dressing room doors at the Shops at Southtown Mall in 2017.

He was also convicted in Layton of stalking, a class A misdemeanor, in 2017 for following a 10-year-old girl and her friends, according to court records.

Flitton has numerous misdemeanor convictions over the past decade, including for sexual battery, obstruction and theft. He was convicted of violation of a protective order, a third-degree felony, in 2011.

Nikki Weekes, the mother of a teenage girl who was the subject of one of Flitton’s alleged advances several years ago, said she was “relieved” to hear about the felony charge. The family currently has a civil stalking injunction against Flitton.

“He’s a human being,” Weekes said. “He needs help. I want him to get the help that he can get, and I want him to stay away from girls — from children, from anyone.”
