SALT LAKE CITY -- Earlier this month, the Utah Legislature passed an immigration reform bill that includes a guest worker program. But Utah Sen. Mike Lee doubts it will ever start.
The freshman Republican told an audience at Utah Valley University Tuesday that it is unlikely Congress will grant the federal waiver needed to authorize the program, which is set to go into effect in 2013.
The chief sponsor of the guest worker program bill, Rep. Bill Wright, R-Holden, tells the Daily Herald his intent is to continue to petition the federal government.
