Final day for Gov. Cox to sign or veto last 100 bills passed by Utah Legislature

SALT LAKE CITY — Thursday is the last day for Utah Governor Spencer Cox to sign the final 100 bills passed in the 2025 legislative session. As of now, he's only vetoed two bills from among the 582 that reached his desk. It's entirely possible the governor could veto more. During the governor's monthly press conference last week, he spoke about his process and mentioned he intentionally has set aside bills he has issues with to give him more time to review them. Some of the key bills among the final 100 to make it to the last day include HB 81 that would ban fluoride in Utah drinking water; HB 77, essentially banning pride flags from government buildings, including schools; and two bills, HB 69 and SB 277, that KSL TV has been following closely changing access to public records. During his press conference the governor said he plans to use the final time he has to decide on what to do with bills he finds problematic. "As we move into the weekend, that's when I'll really get down into those bills I have concerns with and decide which ones we're going to veto," Cox said. The governor also mentioned it's been difficult to go through the sheer volume of bills lawmakers passed in this year's legislative session. This year's total of 582 is just nine shy of the record set in 2024. The way the governor phrased it, he's slogging through the last remaining bills. Any that he doesn't sign or veto by midnight Thursday will automatically become law.
