ROY — A Roy man was charged Wednesday with a slew of felonies after hosting a party in January, where police say he groped and physically assaulted some attendees, all of whom were under 18.

Isaac James Valdez, 28, is charged with two counts of forcible sexual abuse, three counts of aggravated child abuse and possession of a firearm by a restricted person, all second-degree felonies, plus 16 other criminal charges.

Investigators say Valdez hosted a party at his Roy house in the Westlake Village neighborhood, near Midland Drive and 3100 West, on Jan. 25. Multiple 17-year-olds say Valdez groped or assaulted them at the party, according to charging documents.

A male friend accompanied by a 17-year-old girl told Valdez, "This contact was not OK and unwanted," but Valdez responded by putting his hand over the girl's shoulders "in a side hug, then groped her breast intentionally with his hand," the charges allege.

During a pool game in the garage of the house, Valdez choked a different 17-year-old girl "with both hands around her neck, where she felt significant pressure," according to charges. The girl went into the front yard, crying, and Valdez, again, allegedly confronted her, using "both hands on the victim's neck to apply significant pressure to her neck."

Some teen boys at the party had to pull Valdez off the girl, which resulted in a "physical altercation" before they all left. Valdez went into his house, got a gun and came back outside, shooting "no less than four shots" into a car parked across the street from the house, according to the charges.

An 18-year-old was sitting in the car, police say, but it was unclear if he had attended the party. A girl who saw the events told police "she physically took the gun from (Valdez's) hand following the shooting," the charges state.

A search warrant on the house was executed, and police reported finding 14 bags of marijuana, 35 grams each, with custom packaging labels, along with bulk baggies with the same custom branding. Investigators also found an unspecified amount of cocaine in the man's closet, the charges say.

Police believe at least nine people under the age of 18 consumed alcohol at the party; "(Valdez) was reportedly the only individual over 21 who was attending and participating in the party," court documents state. He is being held without bail at the Weber County Jail.

In addition to the six felonies previously mentioned, Valdez also faces four counts of felony discharge of a firearm, a third-degree felony; possession of a controlled substance with intent to distribute with a firearm enhancement, a second-degree felony; 10 counts of offering alcohol products to minor, a class A misdemeanor; and possession of drug paraphernalia, a class B misdemeanor.

Valdez was on probation for a July 2024 conviction of failure to stop at the command of police after he fled from police on dirt bikes, got stuck in a muddy field and continued to run, according to charges. Valdez threw a backpack containing marijuana into the flowing water of a drainage canal before he was arrested, a police booking affidavit says.

Court documents say Valdez has a "prior violent felony conviction in Phoenix, Arizona, from 2016," when he was between 20 and 21 years old.
