WANSHIP, Summit County — A woman found living in "unacceptable" conditions with her young children and disabled father was arrested Thursday following a three-month drug investigation by the Summit County Sheriff's Office.
Kyle Ann Tisdale, 25, was booked into the Summit County Jail on Thursday for investigation of drug possession with intent to distribute, two counts of child endangerment, six counts of possession of a firearm by a restricted person, drug possession, unlawful possession of a prescription drug and possession of drug paraphernalia.
Deputies arrived at Tisdale's home about 6:50 a.m. Thursday with a search warrant following a lengthy investigation. Police say she lives at the home with her disabled father and two children, an 8-year-old boy and 3-year-old girl.
The bedroom where Tisdale sleeps along with the two children "is heavily cluttered with a makeshift pathway to the bed." On the floor, in the pathway, a bag with methamphetamine was found, according to a police booking affidavit.
"In fact the spot where the methamphetamine was located was such that a person would have to step over it in order to get into the bed," the affidavit states.
Next to the bed in a drawer, investigators reported finding opiate pills, and noted that "multiple pills and tablets were located throughout the room and home."
Tisdale's father does his best to care for the children, the sheriff's office said, but is unable to do so properly because of his disabilities.
"(He) seems to struggle with the ability to take care of himself let alone care for the minor children, yet he seems to do his best for them. It was obvious to me that (he) cares very much for the minor children but is unable, at this time, to care for them to a level that would be acceptable," a deputy wrote in the affidavit.
"I would describe the conditions in the home as unacceptable by any standard. There are multiple animals living in the home. The clutter and filth are also at a level that would be considered unacceptable at any level, especially for minor children. I did not observe any source of clean clothing, bathing accessories, or any evidence of regular food or nutrition for the children. What bedding was available in the home looked to me to be beyond salvageable or anything that would be able to be cleaned to an acceptable level," the affidavit says.
The father was not arrested. Another man who was found to be living in the home for several days was not arrested Thursday, but the investigation into his possible involvement was continuing, deputies noted in the affidavit. Three rifles, two shotguns and a handgun were recovered in the house in addition to drugs, according to police.
"Tisdale had an abnormally unusual amount of highly toxic and dangerous methamphetamine in her possession. She is obviously oblivious to the danger to her children as well as to physical and emotional well-being of her children," the affidavit states. "Tisdale's children are severely neglected and have been exposed to extremely dangerous substances and individuals for a substantial period of time. Tisdale showed no remorse or acknowledgment to the obvious danger to her children or unbearable burden to her disabled father."
