SALT LAKE CITY — A registered sex offender who allegedly told police he was looking for “beautiful women” was arrested Wednesday night and accused of peeping into the windows of multiple homes.
Donald Royce Williard, 39, of Salt Lake City, was booked into the Salt Lake County Jail for investigation of two counts of failing to register as a sex offender, six counts of lewdness by a sex offender, 10 counts of voyeurism and two counts of stalking.
Williard “was observed on multiple occasions looking in windows of apartments and houses,” according to a police booking affidavit. “He also went back to two locations multiple times to observe the same females.”
Williard admitted to going to windows over the last month and looking for ‘beautiful women.’

Salt Lake police detective Greg Wilking said his office has received numerous calls over the past month regarding a man seen looking into windows in the Avenues neighborhoods. Because of that, officers have been conducting extra patrols in the area.
Wednesday night, one of the Peeping Tom victims called police to report that she saw the man in the area again, police say. Officers found Williard, who was discharged from prison after serving his full sentence in February and was living in the Avenues, and took him to the Salt Lake Police Department for questioning.
“Williard admitted to going to windows over the last month and looking for ‘beautiful women.’ He admitted he had done this several times and went back to two locations multiple times,” the affidavit states.
At a couple of houses, Williard exposed himself and “would tap on the window to get the females’ attention,” according to the affidavit.
Williard’s lengthy criminal history includes convictions of three counts of lewdness involving a child in 2009, two counts of lewdness in 2009, three counts of lewdness involving a child in 2010, lewdness by a sex offender in 2012 and lewdness with a prior offense involving a child in 2019.
