Roy used car dealer charged with failing to deliver titles

ROY — The owner of a used car dealership in Roy was charged Friday with numerous felonies accusing him of failing to deliver titles to vehicles.

Jared Miner Harvey, 46, of Kaysville, is charged in 2nd District Court with nine counts of equity skimming, a third-degree felony, and 10 counts of failing to deliver a title, a class A misdemeanor.

Harvey is the owner of Harvey Automotive LLC., 3321 S, 1900 West in Roy. Since November of 2018, Harvey has failed to deliver titles to at least 10 customers who bought vehicles from his business, according to charging documents.

In each case, the buyer was given a 45-day temporary permit, but as of Friday had not received a title, investigators say. Harvey told each of the customers that their vehicles did not have a lien holder, but prosecutors say Harvey never paid the bank actually holding the liens and never contacted them, the charges state.

“I have found that Jared spent the monies from the equity of the sale of this vehicle instead of satisfying the lien,” an investigator from the Motor Vehicle Enforcement Division wrote in charging documents for each customer that did not receive a title.

The investigator also noted that “Harvey Automotive LLC is no longer in business. All of the documents have been moved out of the business and allegedly to Harvey’s residence which was, or is up for sale. I have been unable to contact Harvey in regards to the (titles) for these vehicles,” the charges say.
