NEW ORLEANS (AP) — Louisiana's governor plans a news conference today to discuss flooding in his state brought on by heavy rain since Thursday. Forecasters say the state can expect more of the same today along with possible flash flooding Floods have killed at least two people already. A state of emergency is in effect. Southern Mississippi is also at risk.

WASHINGTON (AP) — Bill Clinton says that because his wife, Hillary, was running for president, a different set of rules applied when it came to her personal email server used while she was secretary of state. He says using the server was a mistake, even though others also did it. Republican candidate Donald Trump says the only way he can lose in Pennsylvania is if there's cheating. He says he's concerned about voter fraud.

MARINE CORPS BASE QUANTICO, Va. (AP) — The U.S. Marine Corps is looking at girls high school sports teams for new female recruits who may be able to meet the Corps' rigorous physical standards, including for the front-line combat jobs now open to women. Marine Commandant Gen. Robert Neller says the goal of the recruiting push is to increase the number of women in the Corps to 1 in 10.

BEIRUT (AP) — A Syrian Kurdish official says U.S.-backed fighters are now in control of a northern Syrian town that until recently was a stronghold of the Islamic State group. Nasser Haj Mansour of the predominantly Kurdish Syria Democratic Forces says Manbij "is under full control," adding that search operations are still ongoing to try find any extremists who might be hiding in the town. The offensive started in late May.

ISLAMABAD (AP) — Six crew members of a Pakistani helicopter that went down in Afghanistan on its way to Russia are safe today. Pakistan's foreign ministry says tribal elders in both countries facilitated the release of the men who had been held since August 4. There's no official word but one Afghan governor says the captors were Taliban.
