BOISE, Idaho (AP) — Idaho Gov. C.L. "Butch" Otter says he wants the Legislature to approve $5 million in new spending to cover the recommendations made by a committee of lawmakers who studied how to reform Idaho's public defense system over the summer. Otter also wants $2 million to go to the state's Constitutional Defense Fund.

SAN FRANCISCO (AP) — A federal appeals court in San Francisco has tossed out an Idaho veteran's "stolen valor" conviction for wearing military medals he didn't earn. The panel ruled that Elven Joe Swisher's wearing of unearned military honors is free speech protected by the U.S. Constitution's 1st Amendment.

BOISE, Idaho (AP) — A federal judge has ruled that Idaho trapping regulations violate the Endangered Species Act by allowing the occasional capture of federally protected Canada lynx. The decision requires Idaho within 90 days to propose a plan that protects lynx in the Panhandle and Clearwater regions.

COEUR D'ALENE, Idaho (AP) — The trial of a 16-year-old boy accused of killing his father and younger brother in Coeur d'Alene will begin this week. The Spokesman-Review reports that 16-year-old Eldon Gale Samuel III is being charged as an adult in the killing of his 46-year-old father and his 13-year-old brother in March 2014.
