PHILADELPHIA (AP) — Vice President Joe Biden plans to use his speech to the Democratic National Convention tonight to argue that the world is too complicated to elect Donald Trump. The White House says Biden will say in his speech that given the seriousness of the times, the U.S. can't afford a leader with Trump's lack of preparedness to handle national security. Biden also plans to make an economic argument. The White House says he'll tell the convention that Clinton and running mate Tim Kaine understand the plight of the middle class and will fight to improve their lives.

BALTIMORE (AP) — Baltimore's police commissioner says the decision by prosecutors to drop the remaining charges against three Baltimore officers in the death of Freddie Gray is a thoughtful move that will help the city move forward. In announcing the decision, prosecutor Marilyn Mosby accused police of conducting a biased investigation into Gray's death, one that failed to produce a single conviction.

WASHINGTON (AP) — The Federal Reserve is keeping interest rates where they are -- but it's offering a positive outlook. The central bank says near-term risk to the economy has diminished. Policymakers noted that the U.S. job market has rebounded. But at the same time, the Fed said in a statement that it plans to keep an eye on global economic threats and financial developments to make sure they don't slow the economy. It appeared to be a reference to the British vote to leave the European Union.

ISTANBUL (AP) — Turkey's state-run news agency says close to 1,700 officers have been formally discharged from the military following the country's failed coup. The agency also says the government has decided to close down dozens of media organizations, including 45 newspapers and 16 television stations. Turkish officials say a U.S.-based Muslim cleric is behind the failed uprising by a faction within the military that led to some 290 deaths on July 15. Thousands have been detained for suspected links to the coup. Tens of thousands have also been purged from state institutions.

CHICAGO (AP) — A person familiar with the selection process says an exact location for President Barack Obama's presidential library has been chosen. The individual tells The Associated press that Obama and first lady Michelle Obama have selected Jackson Park on Chicago's South Side for the library and presidential center. Jackson Park is near the University of Chicago, where Obama once taught constitutional law. The library is expected to be a boon to nearby communities struggling with gang violence and unemployment.
