LOUISVILLE, Ky. (AP) — Supporters of Rand Paul have gathered in a hotel ballroom in Louisville, Kentucky, to hear the Republican senator announce his candidacy for president. Many of them say they were also supporters of Paul's father, former congressman Ron Paul of Texas, in his own presidential runs. Rand Paul has frequently challenged the Republican mainstream -- questioning the size of the military, and challenging GOP support for surveillance programs, drone policies and sanctions on Iran and Cuba.

WASHINGTON (AP) — The Obama administration has notified Congress that it is selling Pakistan $952 million worth of attack helicopters, air-to-surface missiles and other forms of military assistance. The State Department says the deal would help a vital counterterrorism partner and advance U.S. national security. Pakistan and the U.S. say their relations have significantly improved over the last couple of years.

BOSTON (AP) — Nearly two years after the Boston Marathon bombings, jurors in Boston are deliberating on the 30 charges against Dzhokhar Tsarnaev (joh-HAHR' tsahr-NEYE'-ehv). His lawyers agree that Tsarnaev conspired with his brother to carry out the attack, and that he planted one of the two bombs that exploded. But they say it was his older brother, who was later killed, who masterminded the attack.

TOPEKA, Kan. (AP) — Republican Gov. Sam Brownback has signed legislation making Kansas the first state to ban a common second-trimester abortion procedure that critics describe as dismembering a fetus. Brownback signed the measure today in a private ceremony at the governor's residence. A photo posted by his office on Twitter shows him flanked by anti-abortion leaders and large photos of fetuses. The National Right to Life Committee drafted the measure. Similar measures are being considered in other states.

RALEIGH, N.C. (AP) — The prolific actor best known for his role as Sheriff Rosco P. Coltrane on "The Dukes of Hazzard" has died. James Best was 88. His wife says he died last night in hospice care from complications of pneumonia. Best starred on the television series that ran from 1979 to 1985. He was the lawman chasing the Duke brothers.
