U.S. 'To Do' List Before War's Over

Objectives that must be achieved before the United States can declare victory in Iraq, as listed Wednesday by Defense Secretary Donald Rumsfeld:

-- Complete the battle for control of Baghdad and other contested Iraqi cities.

-- Capture, account for or otherwise deal with Saddam Hussein, his sons and senior Iraqi leadership.

-- Find and return Americans and others held as prisoners of war from this conflict as well as the Gulf War.

-- Secure the northern oil fields.

-- Find and secure any weapons of mass destruction facilities.

-- Secure Iraq's borders to prevent the escape of senior officials and the transfer of weapons.

-- Determine how Iraq acquired any weapons of mass destruction capabilities and which countries helped.

-- Locate Iraqi scientists with knowledge of weapons of mass destruction programs.

-- Capture or kill terrorists still operating in Iraq and prevent their access to weapons of mass destruction.

-- Locate Baath party members, records and weapon caches.

-- Locate records of the Iraqi Intelligence Service, the Special Security Organization, the Fedayeen Saddam death squads and the Special Republican Guards.

-- Locate the wealth of the Iraqi government inside and outside the country and return it to the Iraqi people.

-- Begin working with liberated Iraqis and those returning from exile to establish an interim authority and help to pave the way for a new Iraqi government.
