SALT LAKE CITY (AP) — A Utah Highway Patrol trooper shot four times earlier this year is returning to work with a promotion.
Highway Patrol announced Sunday that Paul Kotter was promoted from sergeant to lieutenant of the DUI squad earlier this month. Kotter was shot Aug. 28 while providing security at a highway construction zone.
Authorities say 21-year-old Drew Moyer drove into an off-limits construction zone and shot Kotter when the officer approached his car.
Moyer drove off before smashing into a parked semi-trailer in the same construction zone. Troopers found him dead in his car and a medical examiner later determined that the man shot and killed himself.
