PROVO -- Provo City is considering an ordinance that would require mobile ice cream vendors to have a separate business license, operators license and undergo a criminal background check.

The city council discussed the proposal during a study session Tuesday. The main concern is making sure ice cream truck drivers go through a process to get proper licenses and go through background checks before driving up and down the streets.

"I really appreciate the background checks," said councilwoman Midge Johnson. "You don't know. It's kind of like the pied piper and children just run up to them."

The proposal also could limit business hours, vending locations, operating standards and noise levels. It would require vehicle inspections and proof of insurance.

The discussion turned humorous when one council member asked if the city could restrict ice cream trucks from playing loud music on Sunday. One council member joked maybe the trucks should just play church music.

The council will consider the issue again at its Sept. 21 meeting.
