BERNARDINO, Calif. (AP) — "There will be a lot of families that come home to nothing." That's what San Bernardino County Fire Chief Mark Hartwig is warning after a ferocious wildfire has raged across 40 square miles. Authorities say they're not sure how many homes have been destroyed, but that the number is large. About 1,500 firefighters have been fighting the flames and it's only 4 percent contained.

WHITE HOUSE (AP) — The White House says Homeland Security Secretary Jeh (jay) Johnson will visit Louisiana Thursday to review the federal government's response to the widespread flooding that has damaged tens of thousands of businesses and homes. A spokeswoman says President Barack Obama, who is on vacation, has been briefed and has directed FEMA to use all available resources to assist in the response and recovery. More than 70,000 people have registered for individual assistance and more than 9,000 have filed flood insurance claims.

UNITED NATIONS (AP) — A report by U.N. experts suggests that an increasing number of foreign fighters for the Islamic State group and al-Qaida are returning home, potentially to carry out attacks. The experts say the extremists are using the "dark web" that the most sophisticated intelligence agencies can't penetrate. The "dark web" is a collection of thousands of websites which use tools to maintain anonymity.

MANILA, Philippines (AP) — A second Indonesian sailor has escaped from Muslim extremists in the Philippines. The man, who was the chief officer of a tugboat, was abducted along with his seven crewmen in June, and was recovered by troops Wednesday along a road on southern Jolo Island. Another sailor from the same tugboat ran and swam to freedom earlier Wednesday after Abu Sayyaf militants threatened to behead him. A military spokesman says the two men had escaped together.

RIO DE JANEIRO (AP) — Two U.S. Olympic swimmers who were with Ryan Lochte when they were robbed in Rio have been taken off a flight to the U.S. Authorities in Rio are investigating the reported robbery in which Lochte originally said he and his teammates were robbed in a taxi and a gun was placed to his head. Now Lochte says the robbery happened after the taxi stopped at a gas station, and although the gun was pointed at him it wasn't put to his head.
