WASHINGTON (AP) — FBI Director James Comey says he did not hold Hillary Clinton to a different standard when he recommended no charges over her use of a private email server while she was secretary of state. He told a House panel today that Clinton did email classified material and used multiple devices during her four years as secretary of state, contradicting her public statements. The Republican who chairs the panel says he's going to refer to the FBI Clinton's testimony before the House Benghazi Committee for an investigation of whether she lied to Congress.

FALCON HEIGHTS, Minn. (AP) — The girlfriend of a black man who was fatally shot by a suburban Twin Cities police officer says her boyfriend was killed even though he complied with the officer's instructions. Diamond Reynolds told reporters today that Philando Castile did "nothing but what the police officer asked of us, which was to put your hands in the air and get your license and registration." Castile was killed last night in the St. Paul suburb of Falcon Heights. Reynolds says other officers at the scene didn't check on Castile after the shooting, but that they tried to calm the officer involved as they put her in a police car. Governor Mark Dayton says he's pressing for a federal investigation.

BATON ROUGE, La. (AP) — Louisiana Gov. John Bel Edwards is attending a vigil and meeting with federal officials for an update on the investigation into the police shooting death of a Baton Rouge man. Alton Sterling, who was black, was shot and killed Tuesday by two white Baton Rouge police officers. The killing, recorded on video, sparked anger and protests among the black community.

BALTIMORE (AP) — A defense attorney says Baltimore Police Lt. Brian Rice acted as any reasonable officer would when he chose not to buckle a combative Freddie Gray into a seat belt in the tight compartment of a police transport van. Rice faces manslaughter and other charges in the death of Gray, whose neck was broken while he was handcuffed and shackled but unrestrained inside the compartment. In an opening statement today, prosecutors said Rice was criminally negligent when he failed to buckle Gray into a seat belt or direct other officers to ensure his safety.

LONDON (AP) — British Conservative lawmakers have chosen Home Secretary Theresa May and Energy Minister Andrea Leadsom to fight a runoff contest for leadership of the country's governing party. The winner will become Britain's second female prime minister. She'll replace Prime Minister David Cameron, who announced his resignation after Britain voted last month to leave the European Union. Britain's first female prime minister was Margaret Thatcher, a Conservative who governed from 1979 to 1990.
