ONTARIO, Calif. (AP) — Former New York City Mayor Rudy Giuliani and evangelical pastor Rick Warren have spoken at a memorial service to help San Bernardino County employees mourn the 14 people killed in last month's terror attack.

The pastor of California's Saddleback Church told more than 3,000 people at the service that "tears are a gift from God" that show love rather than weakness.

Giuliani said there will probably be more attacks by terrorists, but they should be cursed and told that "You can't beat us! We're stronger than you are!"

Both spoke of their own experiences dealing with loss — Warren's following the death of his son and Giuliani from his time at the helm of the city during the Sept 11, 2001 terror attacks — and urged the audience to make something good come from the tragedy.

The ceremony came on the same day that employees returned to work at the social service center where the shooting took place.
