KIEV, Ukraine (AP) — The Ukrainian prosecutor general's office says a criminal investigation has been opened under anti-terrorism laws after 49 people were killed when pro-Russian separatists shot down a military transport. Officials say the plane was trying to land in Lugansk, in Ukraine's troubled east. A statement on the office's website says that nine crew and 40 service members were aboard.

JERUSALEM (AP) — Palestinian authorities are dismissing a statement by Israeli Prime Minister Benjamin Netanyahu holding them responsible for the safety of three teens, including a U.S. citizen, missing in the West Bank. Israel fears the three were abducted by militants. Netanyahu made the statement in a conversation with Secretary of State John Kerry. A Palestinian security spokesman says the three disappeared in an area under full Israeli control.

PHILADELPHIA (AP) — A strike by 400 workers at the Southeast Pennsylvania Transportation Authority's regional rail system has shut down 13 lines leading to suburbs and the airport, forcing Philadelphia travelers to find alternatives. Major construction projects are making things even more difficult than usual. The union says one issue is wages. Subways, trolleys and buses operated by SEPTA are continuing to run.

PITTSBURGH (AP) — The man who transformed the Pittsburgh Steelers from a long-standing joke into one of the NFL's elite teams has died. The Allegheny County Medical Examiner says Hall of Fame coach Chuck Noll died of natural causes. He was 82 and died at home. Noll is the only coach to win four Super Bowls.

LAS VEGAS (AP) — Jimmy Scott, a jazzman with an ethereal man-child voice who found success late in life with the Grammy-nominated album "All the Way," has died. He was 88. His wife says Scott died in his sleep Thursday at his Las Vegas home. His 1992 comeback album "All the Way" sold only 49,000 copies in the U.S. but earned him cult-like popularity in Europe and Asia, particularly Japan. Eventually, he performed with the likes of Elton John, Lou Reed, Michael Stipe and Sting.
