Former City Manager Pleads Guilty to Voyeurism

SALT LAKE CITY (AP) -- Riverton's former city manager Mark Cram has pleaded guilty to misdemeanor voyeurism for a Peeping Tom incident at a local tanning salon.

Cram, 50, entered the plea to the class B misdemeanor Friday in a Riverton justice court.

But the plea will be held in abeyance for 18 months and Cram's record erased if he completes counseling and treatment programs with a psychologist, performs 40 hours of community service and pays $500 in fines.

"Our interest was to make sure it would not happen again," said prosecutor Paul Parker in a Tribune interview. "Rather than punishment, this is a treatment option."

On June 14, Cram rented a room at Tahiti Sun, a Riverton tanning salon and then climbed a 9-foot wall to watch a 16-year-old girl undressed. The girl saw him, and police tracked Cram through salon rental records.

Two weeks later, he resigned his city manager's job, where he had worked about four years.

Parker said the plea agreement was based on discussion with Cram's attorney and an evaluation of Cram's background. Cram has no similar accusation or convictions in his past, Parker said.

The victim did not attend the hearing, but Parker said she and her family had no objections to the plea agreement.
