HONOLULU (AP) — Forecasters say Hurricane Ignacio has been downgraded to a Category 3 hurricane and is on a weakening trend as it moves to the northeast of Hawaii.

Anthony Reynes, a meteorologist with the Central Pacific Hurricane Center, says winds have dropped from 130 mph to 115 mph. He says Hurricane Ignacio is expected to become a tropical storm by Tuesday.

As of 11 a.m. Hawaii Standard Time on Sunday, Hurricane Ignacio was 400 miles east of Hilo.

With the new track, stormy weather won't hit the Big Island until Monday night and Maui on Tuesday.

"Mainly the impacts are going to be very high surf and some strong wind gusts over the coastal waters," Reynes said.

Maui Mayor Alan Arakawa and Hawaii Gov. David Ige have signed emergency proclamations as the islands prepare for high winds, heavy rain and ocean swells.
