SEOUL, South Korea (AP) — A contentious U.S. anti-missile system based in southeastern South Korea is operating and can defend against North Korean missiles, a South Korean official said. Defense Ministry spokesman Moon Sang Gyun said the Terminal High Altitude Defense system, or THAAD, has "early capability" to respond to North Korea's nuclear and missile threat. Moon did not say when the system would be completely deployed.

BRUNSWICK, Maine (AP) — Student-on-student sexual assaults live in the shadows compared to the attention paid to gun violence in schools, said one school psychologist. But the potential harm is great. A yearlong Associated Press investigation found about 17,000 official reports of sex assaults by students in U.S. elementary and secondary schools over a four-year period. The tally of sexual assaults among the nation's 50 million school students doesn't fully capture the problem because not all states keep track.

AUSTIN, Texas (AP) — University of Texas police are defending how they used the campus warning system during a deadly stabbing rampage. Students complained on social media Monday that it took up to 30 minutes get a text warning from campus police even as city and county emergency officials were sending updates on social media while the attack unfolded. Campus police chief David Carter says the suspect was apprehended within two minutes of the first call to police and the situation was immediately under control.

CARACAS, Venezuela (AP) — The Latest: Venezuelan President Nicolas Maduro has signed a decree for convening a citizens assembly to rewrite the constitution. He has not yet given any details on how the body will be selected or when it might meet. But he says the matter of a new charter will be decided by "the workers" and not by the country's political parties.

SAN DIEGO (AP) — One of the seven shooting victims at a San Diego pool party said he's grateful to a security guard who hustled him and others to ambulances. Thomas Blea told reporters Monday outside a hospital that an apartment complex guard made sure he and two other injured victims were helped from the scene near the University of California, San Diego.
