HURRICANE -- A citizen review panel has issued a letter critical of police following its investigation of the death of a man near Hurricane.

The Spectrum newspaper reports a volunteer watchdog group wrote the letter to the Hurricane Police Department expressing concern over the way Hurricane police handled a situation that led to the death of Brian Cardall.

Cardall's wife called for help because her husband was having a psychotic episode. Police who responded used a Taser twice to restrain him.

Cardall died in the process.

The Washington County Attorney's Office has finished its investigation into the incident and determined no criminal charges would be filed against the officers.
