SALT LAKE CITY (AP) -- The Salt Lake County district attorney says she is considering civil action against a private investigator who followed her for months and put a tracking device on her car.
Lohra Miller calls the actions of Todd Gabler an invasion of privacy. Gabler has also acknowledged digging through Miller's trash and videotaping her home, but says his actions were legal. He continued to track her even after an unnamed client stopped payments.
Gabler's investigation revealed that Miller had run a business from her home without a license in 2006.
