SALT LAKE CITY (AP) -- Lt. Gov. Gary Herbert has tasked a state water panel with investigating who is responsible for bringing Utah's antiquated canal systems into the 21st Century.
Herbert said Tuesday it was "a wake up call" when a mudslide killed a mother and her two children in their Logan home. The Logan Northern Canal broke during the July 11 slide.

Gary Herbert has tapped Senate Assistant Majority Whip Greg Bell to succeed him as lieutenant governor once he's sworn in as the state's top executive.Herbert has asked Utah's Executive Water Task Force -- made up of engineers, lawmakers, canal owners and others -- to identify the state's role in canal oversight and operation and to locate high-hazard canals.
Herbert is expected to become Utah's governor as soon as this month once Gov. Jon Huntsman is confirmed as U.S. ambassador to China.
Herbert says he knows finding solutions will be difficult but he says it's an important and urgent task.
