CEDAR CITY — A Cedar City couple has been charged and accused of supplying fentanyl to a woman who died of a drug overdose.

John Parry, 39, and Kimberly Dawn Hare, 33, were each charged Monday in 5th District Court with manslaughter, a second-degree felony; drug distribution, a first-degree felony; and drug possession and three counts of child endangerment, third-degree felonies.

The investigation began April 20 when Cedar City police responded to a woman who was having a "cardiac arrest" and was "not breathing or responsive," according to a police booking affidavit. The affidavit stated that the woman was 21 weeks pregnant. On Wednesday, however, Cedar City police issued a statement saying there was an error in the affidavit and the woman was not pregnant.

"Witnesses were yelling at officers stating that she needed Narcan (nalaxone). Officers found one foil with two blue pills resembling fentanyl. Another foil was found on the floor with burn residue and one blue pill slightly burnt in it next to the victim," the affidavit states. "Agents with the (Iron County) Drug Task Force began investigating due to the fact it was a fentanyl overdose that killed her."

Investigators received multiple tips stating that Hare "is a fentanyl dealer in Cedar City" and sold the drugs to the woman that killed her, according to the affidavit.

"With this information, agents began doing surveillance on Kimberly and her husband John Parry," the affidavit states. "Kimberly and John have long criminal histories for drugs and have been convicted for distribution in the last seven years."

Another confidential informant told police that Parry and Hare allegedly use fentanyl around their 3-year-old child "all the time" and "even blew the fentanyl smoke in the child's face," according to the affidavit.

On Friday, law enforcers served a search warrant on the couple's residence and found drug paraphernalia near their 3-year-old child's toys, the affidavit states. Two other children under the age of 15 were also living in the home at the time.
