Charges: Sandy landlord on probation sexually abused another woman

SALT LAKE CITY — A Sandy man who was given a plea deal and released on probation after a kidnapping and assault case against him unraveled is back in jail facing new charges of sexually abusing another woman.

Charged with holding two women against their will in his home in two separate instances in 2014 and violently assaulting them, Vratislav Roger Bilek, 62, released from jail Dec. 23 and placed on a strict five-year probation after pleading no contest to kidnapping, a second-degree felony.

The remaining 11 felonies and one misdemeanor charge against Bilek — charges of rape, assault, battery, drug possession and an additional kidnapping charge — were dismissed as part of the deal after the two victims stopped cooperating with investigators and eventually disappeared.

Bilek's probation mandated random drug testing, prohibition of alcohol, substance abuse treatment and a ban on overnight female guests. Any violation could result in the imposition of a one-to-15-year prison sentence — the sentence that was suspended when Bilek was released with credit for the time he had served since his September 2014 arrest.

An agent from Adult Probation and Parole visited Bilek at the extended-stay motel where Bilek was staying on Feb. 2 and found a 21-year-old woman sitting on the bed and methamphetamine and drug paraphernalia scattered around the room, according to charges filed Friday in 3rd District Court. The woman told the agent that Bilek had bailed her out of jail three days earlier, but that no sexual activity had occurred between them.

After the woman left the room, the agent asked to search Bilek's phone. Bilek consented, and on the phone the agent discovered 180 photos and eight videos of the woman, unconscious and often naked, the charging documents state. Bilek was also allegedly seen posing naked with the woman in some of the images.

A time stamp on the first image indicated it was taken early on Jan. 31, less than 12 hours after Bilek paid the woman's $360 bail. The last photo was taken the morning of the agent's inspection.

When the agent informed the woman about the images and videos on the phone, she said she did not know that they had been taken, according to the charges. She was later given a sexual assault examination, where she explained that Bilek bailed her out of jail, took her to the motel and gave her methamphetamine, the charges state.

"(The woman) said that she became unconscious using drugs and woke up the next day with her pants and underwear removed. Over the next couple days, (the woman) continued, she became increasingly drowsy and would often pass out," according to the charges. Court documents do not specify how Bilek knew the woman.

Bilek is charged with forcible sexual abuse and distribution of a controlled substance, second-degree felonies; two counts of voyeurism, a class A misdemeanor; and possession of drug paraphernalia, a class B misdemeanor.

Bilek is scheduled to make an initial appearance in the case by video on Thursday. He is in custody in the Salt Lake County Jail.

A review hearing in his previous case is scheduled for Feb. 25.

Bilek was originally charged in that case in September 2014 after a woman — naked and covered in apparent injuries — ran to one of Bilek's neighbors and reported she had just escaped after being held against her will, assaulted and raped in the Sandy home, 563 Fruitwood Lane (10805 South), after he had offered her a place to stay.

A week later Bilek was charged in a second case after another woman who had just begun renting a room in the house reported a similar experience with the man she knew as "Roger."
