Man suing West Valley officer over ‘excessive force'

WEST VALLEY CITY -- A man has filed suit against a West Valley City police officer who pulled him over, saying he used excessive force.

Dash-cam video from the officer's car shows Cesar Medina standing by his pickup. Officer Jared Cardon walks into the screen and throws Medina to the ground.

Medina's attorney called that "grossly excessive force" and said it was improper, illegal and unconstitutional.

The officer said Medina was speeding and ran a stop sign, but Medina denies he did either.

"I know there are good police officers out there, you know. But I mean, to the ones that are not and harass people like that, you know, [I want] for people to know that they have the right and can do something about it," Medina says.

Medina is seeking compensatory and punitive damages.

West Valley City says it hasn't seen the lawsuit and will have no comment until the city attorney reviews it.
