SALT LAKE CITY (AP) -- A $1 million plan to educate females about cervical cancer and pay for immunizations has failed in a House committee.

The measure --- sponsored by Representative Karen Morgan -- failed with a 4-to-4 vote.

Morgan's bill would have used state money to help people whose health insurance does NOT cover the new vaccine --- Gardasil.

The Cottonwood Heights Democrat says Gardasil is the first vaccine to protect against cancer. The Food and Drug Administration recommends the vaccine for females, ages 9 to 26. Gardasil is touted as a way to protect against a sexually transmitted virus that causes cervical cancer.

In Texas, the governor has signed an order requiring girls be vaccinated before entering sixth grade in fall 2008.
