(KSL News) More than 2,000 children are in foster care across the state.
Flags outside the Provo Library represent the 360 foster children in Provo alone.
Provo Mayor Lewis Billings recognized people who take those children in. "There are sometimes when families and their kids need a time out, and that's what I think this program is about," Billings said. "We have our problems, we have our challenges, but we also have our people, our angels if you will, who are willing to step up when there's a need for help."
Mayor Billings says foster parents provide a safe harbor for children and give them a chance to experience what's positive in life.
