SALT LAKE CITY — The Utah House on Thursday gave its final approval to a resolution that affirms the civil liberties of students at Utah's public colleges and universities.
The House voted 55-14 to approve SCR3, sponsored by seemingly unlikely political allies Sen. Jim Dabakis, D-Salt Lake City, and Rep. Kim Coleman, R-West Jordan.
In House debate, Coleman said the nonbinding resolution was the product of the Legislature's Administrative Rules Committee, which spent "80 percent" of its time in the interim session studying and debating this issue.
The resolution encourages state institutions of higher education to vigorously defend the civil liberties of students through policies that ensure the protection of their constitutional rights.
The resolution needs a final vote by the Utah Senate to address House amendments, but earlier it passed on third reading by a vote of 24-0.
