Essential Duties: This is a professional information technology support position working in the Administrative Services Department of Provo City Corporation. The individual appointed to this position will be required to perform the following duties: provide primary support services for the Provo City Public Safety Department including, but not limited to, laptops, desktops, handhelds, servers, and specialized Public Safety data systems (PSAP, 911, Spillman, ZETRON); act as a subject matter expert on technology with a specific focus on Public Safety; provide 24/7 (biweekly) on-call support; display a high commitment to the successful operations of Public Safety with the ability to prioritize and manage multiple tasks simultaneously while meeting multiple critical deadlines; plan, direct, and participate in the design, programming, implementation, testing, and maintenance of computer systems; perform industry and competitive analysis while continually keeping up-to-date on new trends; identify areas of improvement and provide process and technology guidance as needed; may plan, organize, and direct the activities of a computer systems analysis unit; and, as a unit leader, supervise and direct subordinates in the accomplishment of their assigned duties; analyze and clarify user requirements while promoting information technology initiatives; create instructions and establish guidelines/procedures to perform the functions of the job; be familiar with IS field concepts, practices, and procedures; rely on experience and judgment to plan and accomplish goals; perform system backup operations including verification and documentation; monitor and enforce IS policies and procedures; and perform other duties as required. Selection Factors: Extensive knowledge of the principles and procedures of systems analysis, design, programming, program planning, and troubleshooting; multiple languages and operating systems; program debugging techniques; security, data backup, and disaster recovery procedures; data management; system implementation methods; and the general operation of and trends and developments in GIS, computer technology, communications, and analysis (if applicable). Ability to learn new technologies, languages, and operating systems; perform complex programming and design activities; and conduct research to determine solutions to problems; effectively plan and manage projects including the maintenance of schedules, timetables, and appropriate documentation; perform computer hardware and software diagnostics and basic configurations; design and build computer applications or networks or administer relational databases; analyze procedural operations and organize component parts into a logical system; read, interpret, and apply technical publications, manuals, and other documents; maintain a working knowledge of technological developments; explain technical information in lay terms and to individuals of varying levels of understanding; and communicate effectively both orally and in writing. Skill in performing duties in a manner that demonstrates respect, integrity, courtesy, and kindness towards fellow workers, customers, and the general public; and develop and maintain effective working relationships with coworkers, users, and superiors. Minimum Requirements: A) Bachelor???s degree in computer science or related field and either two (2) years experience as a Systems Analyst I or three (3) years experience in computer information systems; or B) an equivalent combination of job-related education and experience [substituting each one year of post-secondary education/training for six months of experience]; four (4) years of experience with networking, windows-based servers and workstations is required; two (2) years telephony knowledge is highly preferred (Avaya, PBX, MDF, tip and ring punch down, color codes, POTS, etc.); two (2) years Public Safety experience preferred; two (2) years radio operation preferred; certifications preferred: (Microsoft Certified Systems Engineer (MCSE, etc.); two (2) years Unix/Linux experience preferred; one (1) year cabling preferred (e.g. running, terminating and testing Cat5e, 568 a, 568b, RJ45 etc.); two years experience with object-oriented programming (C#) preferred; two (2) years experience in databases preferred (MSSQL, Progress, MySQL); and two (2) years experience report writing in SQL and/or other database query languages.
