Orem massage parlor owner arrested on sexual solicitation charge

OREM — Detectives served a search warrant on a massage parlor under investigation for offering sexual favors during massages and arrested the owner Tuesday, police said.

Jie Xing, 50, was booked into Utah County Jail for sexual solicitation and unlawful massage therapy practice, both misdemeanors, said Lt. Craig Martinez with the Orem Police Department.

Martinez said police received information from two citizens that sexual favors were being offered at Foot Massage, located at 156 South State St.

“We had two citizen informants come forward that had actually been to the foot massage place,” he said. “At the end of their one-hour session, the employee then offered for them to pay additional money for a sex act.”

Detectives discovered Foot Massage’s business license had a phone number and address listed that weren’t legitimate, Martinez said.

A detective who worked on a previous case of sexual solicitation at a different Orem massage parlor in March checked a website referenced in the past case and found the business listed information for “Best Asian Beauty” and showed photos of scantily clad women posing.

An undercover officer entered Foot Massage on July 28, and during his appointment, Xing allegedly offered sexual favors in exchange for $40-50 on top of the $60 fee he had already paid for a massage, Martinez said.

Martinez said when the officer declined, Xing left.

Nothing police have discovered would indicate any connection to previous arrests made for sexual solicitation at Orem massage parlors, Martinez said.

"We're starting to see more of these pop up than we have before," he said. "There's always going to be some out there that we don't know about just yet."

Martinez said Xing was the only person working at Foot Massage currently under investigation for unlawful behavior.
