(KSL News) -- Utah lawmakers voted today to ban cell phone use by teenage drivers, but left big loopholes.
If the measure gets through the Senate police wouldn't be able to pull over chatty teenage drivers for the cell phone infraction alone.
And the law still allows the use of a hands-free headset.
Teens would also be allowed to have a cell phone for job purposes and for medical emergencies.
