Is the state looking to take the money and the power back? Salt Lake County councilman Randy Horiuchi shrugs his shoulders, says he knows the county basically had it coming.

Randy Horiuchi: "On our side, in many ways, it basically wasn't managed as well as it could've been. So if we end up having a fall out on us, in some ways, you know, we may be pretty responsible for it. We are very concerned about accountability and transparency."

It's a bit different tune from Democrats. House Minority Leader Ralph Becker says they're out of the loop. He says he hopes Republicans don't come around looking for extra votes. They might not get any until Democrats know what's on the table.
