(Payson-AP) -- Some Payson residents have been double-billed for water by the city and the Strawberry Water Users Association.
City manager Andy Hall says residents with lots larger than one acre have received bills for irrigation water from the association, although the city already has paid for the water.
It was unclear how many residents may have paid twice.
Hall said residents being billed by the association should turn the bills over to the city.
Strawberry Water Users Association general manager Gary Aitken says the problem is there is no contract for the city to be doing the billing.
Aitken said he did not have enough staff to determine which bills should be sent to the city rather than to landowners.
