(KSL News) -- A candidate for a Draper city council seat has appealed the decision that disqualified her from the position last year.

Summer Pugh cannot win the seat, but she wants to prevent other candidates from suffering a similar fate.

Pugh was scratched from the municipal ballot in 2003 when she missed a financial-disclosure deadline by one day.

Her attorney argued to the Utah State Supreme Court today that a candidate should not be excluded for technical violations that do no public harm.
