Alex Cabrero ReportingMurders and violent crimes usually don't happen in Park City, but the popular place is having some problems with traffic and speeding. The city has come up with a creative way to deal with it.

Whenever you're driving and you see a police car on the side of the road, most of us automatically hit the brakes, even if we know we're doing the speed limit. It slows us down, and that's the idea behind Park City's creative approach.

It's probably never a good idea to call a police officer a dummy. But in Park City there's at least one on the team. He doesn't have a badge, a gun, or even a name, but he, or she, is sure getting results.

Lt. Phil Kirk, Park City Police Dept.: “We can see the average speed of vehicles is dropping, and we’re having fewer citations and fewer accidents.”

Driving into the city on highway 224, the speed limit is 55 miles an hour. Once you get into the city it drops to 40.

Lt. Phil Kirk: “Sometimes people don’t pick up on that drop in speed and they’re already in the city going 55 miles per hour.”

That’s where the dummy comes in; but don't get too comfortable, real officers are still on the streets and they can write tickets. Thing is, you never know where this dummy will be and where the real officers are.

Christine English: “They’ll have to move it if they want to keep it working.”

Next time, the dummy could be you.

Phil Kirk: “If this helps and it makes it safer on our streets and saves lives, why not?”
