(KSL News) -- Police have arrested a fugitive who was seen wandering on Orem's University Parkway early this morning.
Police say Hal Howard had three felony warrants dealing with sexual abuse and exploitation of a child.
Howard had been staying at a motel under a false name, for the past eight months.
Police say he had run up a 9 thousand dollar bill there.
