SPANISH FORK — A Nephi man faces criminal charges accusing him of drugging and raping a 14-year-old girl.

Dallan Kaye Poulsen, 35, was charged Wednesday in 4th District Court with drug distribution, rape, two counts of forcible sodomy, and object rape, all first-degree felonies; and forcible sexual abuse, a second-degree felony.

The incident allegedly happened a year ago in Spanish Fork. Poulsen was giving a 14-year-old girl a tattoo and offered her what he said was Adderall, claiming it would make her "more awake and less tired," according to charging documents.

Poulsen crushed the pill into a powder and gave it to the girl, who later "tested positive for methamphetamine, amphetamine, and THC metabolite," the charges state.

The girl told police she then began feeling dizzy and soon after was sexually assaulted by Poulsen in the bathroom, according to the charges. Prosecutors believe the girl told Poulsen no, but she also "was intoxicated to a degree that she was unaware that the sexual intercourse was occurring or was physically unable to resist."

Poulsen "intentionally impaired" the girl so he would be able to control her, the charges allege.

When questioned, police say Poulsen changed his story several times, eventually claiming he had fallen asleep on the couch and when he woke up his bag of meth was empty and the 14-year-old claimed she had taken Adderall, the charges state. He allegedly admitted giving the girl and another 17-year-old girl matching tattoos, but said they told him they were 18.
