SALT LAKE CITY (AP) — Prosecutors say a Utah couple used waterboarding as punishment for their 9-year-old daughter after she got out of bed to get a cup of water. Court documents filed Wednesday say the parents took her into a bathroom with the cup, then bound her hands and put a towel over her face. Authorities say they poured water over her face for several minutes, leaving her unable to breathe.

SALT LAKE CITY (AP) — An investigation into the death of a University of Utah student shot by a man she briefly dated found her friends had reported his controlling behavior and interest in getting her a gun nearly a month before the shooting, but that warning never made it to police. The probe released Wednesday also shows university detectives looking into a subsequent harassment report from 21-year-old student Lauren McCluskey did not discover he was a sex offender who had been released from prison months before.

PROVO, Utah (AP) — Shoppers in Utah County soon will begin paying an extra penny for every $4 spent on taxable goods, excluding food, starting April 1. The Utah County Commission on Tuesday voted to implement the fourth-quarter cent sales tax to fund roads and transit. The tax is expected to generate about $22 million per year, with Utah County getting 100 percent of the tax proceeds before July 1, 2019.

OGDEN, Utah (AP) — A former Weber County Sheriff's Office evidence technician who stole and ate methamphetamine while working in the evidence locker faces having to serve a year in jail. Candice Follum was sentenced Tuesday under a plea agreement that requires that the 48-year-old serve half her time behind bars on work release under which she will be able to leave the jail during the day to work and return to the jail at night.
