Suicidal man killed by officer also fired his gun, police say

CLINTON — A man shot and killed by police in the parking lot of the Clinton Police Department also fired his gun, according to new information in court documents.

Allen Scott Culpepper, 64, was described by police as "distraught" and "suicidal" when he drove to the police station on Nov. 25 and called 911 while in the parking lot. Officers from the Clinton, Syracuse, Kaysville, and Layton police departments and the Davis County Sheriff’s Office responded to the parking lot and attempted to negotiate with Culpepper for three hours.

"The male was inside the vehicle with the doors locked and the windows rolled up, leaving a small crack to be able to speak with officers," a search warrant affidavit filed in 2nd District Court states.

"After several hours of negotiations, officers attempted to take Culpepper into custody by using less lethal force. Officers went hands-on with Culpepper and ultimately shots were fired by both Allen Scott Culpepper and a law enforcement officer from the Syracuse Police Department. Allen Scott Culpepper was shot a total of three times," the warrant states.

Syracuse police earlier said the officer who fired the shots is a 15-year veteran. He was placed on paid leave while the shooting is investigated by the Davis County Critical Incident Investigative Protocol team.

Culpepper had "prior suicidal call history with Clinton police," according to investigators.
